26 July 1999 — The Integrated Solutions Group of Hitachi Data Systems today announced that it has been selected by Fulton County, Georgia's Board of Commissioners to implement a non-proprietary relational database system that will enable the county to better manage court-case workloads.
In addition to the newly awarded $17 million Comprehensive Justice Information System (CJIS) contract, Fulton County engaged Hitachi Data Systems last year to help it become Y2K-compliant, a project valued at approximately $12.5 million. Fulton County is the seventeenth largest county in the United States, and the largest county in Georgia, encompassing Atlanta and 10 other cities. With annual revenues of more than $1 billion, Fulton County has the highest growth rate in the country behind only Clark County, Nevada.
Commenting on the forthcoming CJIS implementation, Sandra Lawton, Fulton County's Director of Information Technology, said, "Hitachi Data Systems' client-server based solution will provide us with a simple way to centrally manage all of our crucial court-case information. It will provide the entire county with an integrated information management system capable of facilitating advanced search queries, e-mail hosting, and integrating legacy and operational systems. In other words, this robust ERP implementation expedites the delivery of any information, from any computer, anywhere, at anytime."
Under the terms of the contract Hitachi Data Systems will design, furnish, install, and test the integrated system. Other agencies such as the district attorney's office and the police and sheriff's departments will be added to CJIS after all Fulton County courts have been fully automated.
Hitachi Data Systems' integrated information resource management system is projected to substantially cut operating costs for Fulton County by managing increasing caseloads while minimizing the need to add staff. The CJIS can also reduce redundant key entry activities where possible; eliminate duplicate actions; reduce opportunities for administrative and clerical errors; improve turnaround in requesting and acquiring information; and produce an accurate accounting of court operations.
Hitachi Data Systems will provide Fulton County with a solution that features Oracle databases and applications, Hitachi computing platforms, storage subsystems, and storage management software, plus support and services from both companies. Hitachi Data Systems will be responsible for the implementation of the Oracle database and data warehouse development, including the necessary user training and required data conversion.
Fulton County's Technical Evaluation Committee conducted a thorough evaluation process before making its final decision. The county selected Hitachi Data Systems over IBM Global Services and PricewaterhouseCoopers, citing a number of factors that led to its decision — including Hitachi Data Systems' strong management plan and team, comprehensive training plan, and the ability to integrate key partner components.
